Parks and Rec Master Plan Update

At its regular meeting of June 7, 2017, the Windsor Town Council adopted the Parks and Recreation Master Plan 2030. Launched in 2014, the update of the original 1999 Master Plan was updated through a thorough and inclusive process with a number of public outreach events, surveys, public meetings and workshops including staff from various departments and a cross section of interest groups and community members.

A Master Plan is a strategic document that identifies priorities, resources and an action plan to improve, protect and expand the Town’s network of parks, facilities and recreation services and is consistent with the General Plan for the Town. Windsor’s updated Plan will provide both a long-term vision for the Town’s park system, and specific policies and standards to direct day-to-day decisions. It will set forth a framework that will allow the Town to respond to new opportunities as they arise, and to ensure that adequate parks, facilities and recreation programs meet the anticipated needs of residents, employees and visitors.

Over the next 13 years, the Town will focus on a new vision, goals, policies, alternative funding for capital improvements, maintenance and operations as outlined by the adopted Action Plan. Highlights include connectivity through trails, health and wellness, economic development, art and culture as added services or projects that are essential to the quality of life in Windsor.

A copy of the entire Master Plan is located both on the Town Website (www.townofwindsor.com/masterplan) and the Master Plan website (www.windsorparks2030.com). A paper copy of the Plan is also available for viewing in the Parks and Recreation Department located at 9291 Old Redwood Highway, Suite 300D.
